my friend sign up on google adsense but due to invalid click they close the account.?

Well my friend wasn’t sure if adsense was a legal ads before so he sign up with he’s nick name but real address and he hasn’t give them hes tax ID yet then google close the account defore he get the pin # that they sent out to you. So can he still potentially sign up again using he’s real name?
