I want to make an online advertising website, Ill show google adsense ads on my client’s websites, Ill get paid from google adsense and pay my clients some of the money i got from google adsense.

Is that illegal/against google’s TOS??
but im kind of using google, caz im using their technology to gain profits, but im not doing anything tricky or illegal. caz the website owners put the adsense codes plus my code to their site, and when ever someone click on an ad i get paid and i share with the webmaster.
